One Found Asleep at Wheel, Charged with Operation While Impaired
On October 25, 2024, officers with Patrol Services charged 41-year-old Toni Binda with operation while impaired.
Around 9:40 p.m., 911 Communicators received a report of someone asleep at the wheel of their vehicle in a parking lot in the 200 block of Bay Street. Officers were dispatched to the parking lot. Upon arrival, officers located the accused asleep in the driver’s seat of a running vehicle and woke them up.
Upon speaking with the accused, officers developed grounds to believe their ability to operate a motor vehicle was impaired by drugs. Officers conducted a Standardized Field Sobriety Test (SFST) and the accused performed poorly. The accused was arrested and transported to the Police Services Building to undergo evaluation by a Drug Recognition Expert (DRE). The DRE concluded the accused was impaired by drugs.
The accused is charged with:
- Operation While Impaired – Drug and/or Alcohol
- Operation While Impaired – Blood Drug Concentration
The accused was released on an appearance notice and is scheduled to appear in court on December 23, 2024.
