Two Charged with Assaulting, Resisting, Obstructing Peace Officers

On July 6, 2024, officers with Patrol Services charged 43-year-old Fernand Evely with resisting and assault a peace officer and 36-year-old Kimberly Laude with obstructing a peace officer.

Around 3:30 p.m., 911 Communicators received a report of Fernand Evely breaching the conditions of their release order in the 0-100 block of Wayne Court. Officers met with the accused in a parking lot in the 100 block of Denwood Avenue to advise them of their arrest. This accused, who was a passenger inside a vehicle with the second accused, refused to exit the vehicle. The second accused also refused to unlock the vehicle doors as directed by officers.

When officers attempted to unlock the door through an open window, the first accused grabbed their hand to prevent them from doing so and rolled up the window. When officers eventually gained access to the vehicle, the first accused lunged from the vehicle and attempted to punch an officer. Officers took physical control of this accused, and they were arrested. The second accused was also arrested.

43-year-old Fernand Evely is charged with:

  • Assault Peace Officer
  • Resist Peace Officer
  • Fail to Comply with Release Order
  • Breach of Recognizance
  • Driving While Under Suspension (under the Highway Traffic Act)

This accused was held in custody pending a bail hearing.

36-year-old Kimberly Laude is charged with:

  • Obstruct Peace Officer

This accused was released on an appearance notice and is scheduled to appear in court on September 9, 2024.
