One Charged with Operation While Impaired, Dangerous Operation, Possession

Approved by: 335 - February 26, 2025

On February 24, 2025, officers with Patrol Services charged 54-year-old Robert Carter with operation while impaired, dangerous operation, possession of schedule I substances, and careless storage of ammunition.

Around 1:45 a.m., 911 Communicators received a report of a vehicle in the middle of the intersection at Copernicus Drive and Lorna Drive with the driver asleep inside, preventing snow removal operations. Officers were dispatched to the scene. Upon arrival, officers spoke with the driver and developed grounds to believe their ability to operate a motor vehicle was impaired by drugs. They were arrested and transported to hospital to provide a blood sample for screening.

A search of the accused and their vehicle located approximately 13 grams of suspected cocaine, approximately 2.5 grams of suspected fentanyl, a scale, and a bullet. The estimated street value of drugs seized is approximately $1,675.

The accused is charged with:

  • Operation While Impaired – Alcohol and/or Drug
  • Dangerous Operation
  • Possession of Schedule I Substance x2
  • Careless Storage of Ammunition

The accused was released on an appearance notice and is scheduled to appear in court on March 24, 2025.
